The new plan is defective because the local NHS have written to the Council to say: “ Despite acknowledging this high baseline pressure, the ES [Environmental Statement] does not propose any mitigation for primary care impacts. While it references anticipated planning obligations “to relevant social infrastructure,” no provision is made for health.
