Tesco monitoring details requested by 5pm today
Redbridge Council have instructed Tesco to do further pollution monitoring. It seems reasonable for Redbridge to disclose the detail of the monitoring per the reasons below.

I wrote to Cllr Athwal via twitter two days to seek information about extra monitoring for the Tesco site following my intervention at cabinet last month, I was also in touch with a ward Councillor last Friday.
The information is urgent as the Tesco application may go to committee on the 19th on this month.
I seek the following:
The location of sites that Redbridge is asking Tesco to provide monitoring at.
An assurance that the monitoring will include hourly as well as daily averaging results.
When the monitoring starts/started & when finishing/finished.
It seems a reasonable request and if the information will not be disclosed I will investigate if there is support for a petition on the issue.
Urgency means the request is not suitable for a freedom of information request. Any help you can provide would be much appreciated.

Dear Mr. Walker,
I am writing to you
further your query at the Cabinet meeting on 11 February 2020 regarding
pollution monitoring at Goodmayes Tesco.
The current PM10
concentrations (based on Defra modelled data) for the development site is 17.4
μg/m³. For 2026 (the estimated first full year of occupation), the
concentrations obtained for the same pollutant is 16.8 μg/m³ respectively. This
is well below the annual target limit value of 40 µg/m3 for
PM10.
Given that the modelled
level of PM10 is significantly below the target limit value there is no need
for additional monitoring to be undertaken prior to application
determination.
This is not the case with
Nitrogen Dioxide (NO2) emissions and we have asked for additional
monitoring to be undertaken to determine the existing levels around the
proposed development area which includes the area around Chadwell Primary
school.
There is no statutory
requirement to monitor PM2.5, however Local Authorities are required to work
towards reducing PM2.5 emissions.
If the planning
application is approved the developer will be required to develop and implement
a Dust Management Plan (DMP). Additional measures may be required to
ensure compliance with the Mayor of London’s guidance. The DMP may include
monitoring of dust deposition, dust flux, real-time PM10 continuous monitoring
and/or visual inspections.
Consequently we will be
seeking for the developer to implement a PM10 monitoring regime as a means of
monitoring dust from the construction process and ensuring that nearby sensitive
premises are not affected.
