Latest news from Council on the Tesco Toxic Towers - Plan to be amended?
Got this welcome update (at end of post) from Council earlier today. The Council claim to be correct to say they have met their statutory duty to consult per the first bolded paragraph.
The issue is have the Council a moral duty (and perhaps legal) to send the October 2019 report to schools, which forecasts an increase in toxic NO2 pollution if the development increases?
And secondly will the planning committee which makes the decision be sent the October 2019 report?
The second bolded paragraph appears to an email sent by Tescos to Keith Prince which suggests a revision of the plans may be on the way. Perhaps I have got this wrong, but is it not odd that more six months on from submission Tescos appear not to have submitted their final application?
It appears wrong that the three councillors were sent a notice, but neither were Sam Tarry MP or Keith Prince. I have doubts as to just three councillors too was sufficient as the school would likely take pupils from an area larger than just the ward where the store is.

As you were advised in my e-mail of 16.06.20, and to re-iterate, you are looking at two different documents, the Air Quality Assessment (AQA) and a monitoring survey. To confirm, both documents are part of the
application and one does not replace the other. The title of each document is clear, as are their purposes in respective introductions. The notes associated with each version of the inside cover of the AQA is also clear, documenting the stages through pre-application
and respective updates (which is standard practice). If the AQA is amended as part of a formal submission pack and Environmental Statement (ES) addendum, then this will be version 6.
Letters of notification were sent out to some 4,502 properties, covering all premises in a 0.5km radius from the application site on 19.11.19. These include letters of notification sent directly to Eastcourt Independent
School; Mayfield School; Chadwell Primary School; and Goodmayes Primary School. A notification letter was not sent to Ethel Davis school – this school is located some 1.4km (0,87miles) away from the application site. Letters of notification of the application
dated same were also sent to the three Ward Councillors. Eight (8) statutory site notices were posted 26.11.19 in the vicinity of the site. A press advert advertising the application appeared in the 05.12.10 edition of the Ilford Recorder. The notification
letters, press advert and site notices clearly indicate where plans and documentation for the application can be viewed [the Council’s website].
All the information submitted with the application is available on the Council’s website for inspection. The Council has fulfilled its duty with regards to the process of notification/consultation of the application.
I can confirm that any future revised plans and documentation submitted for this live application will be made publicly available (on the Council’s website) as part of any further formal consultation process and
that all parties listed above, as well as those parties who made representations to the application, will be written to again to advise of any amended ES, plans and/or documents.
The application will be considered against all relevant Local Plan and London Plan policies, including those relating to air quality. As I have advised before, the application is still under consideration. The
application will be put to a future Planning Committee for Members of this committee to resolve to either grant or refuse the application, and then be referred to the GLA (Mayor of London) for the final decision.
