Canvassing local primaries about a cumulative impact report and no-idling zones
I wrote to Headteachers earlier today at Barley Lane, Goodmayes, Goodmayes & Eastcourt
Dear Headteachers
I hope you are well. The Tesco application for high rise towers is due to be heard soon, perhaps as early as next month. Two schools, Barely Lane and Chadwell have objected to the proposal. I request you consider the following to be discussed at your next governing body meeting.
Cumulative Impact Report
Tescos have a duty to assess the cumulative impact of not only their development, but also other developments in the area. The towers planned at Homebase & Seven Kings car park come to mind along with other developments as being part of the expected cumulative impact report. I attach a report dated February 2019 listing a number of developments at page 40 thought likely to be part of the Tesco cumulative report.
I also attach a cumulative report for the 42 story tower passed on the Bodgers Tower at One Station Road as part of an Environmental Impact Study. This report states at 6.226:
“As per Table 6.40, there are anticipated to be c.4,542 additional residents of the combined cumulative schemes.”
& at 6,234/5
Primary Education
It is estimated that there would be an additional 170 children of primary school age from the combined
developments. If all of these children were to attend schools within one mile of the One Station Road site,
demand on primary education would increase by 3%, leaving local primary schools likely to be oversubscribed
by around 2%.
This represents a moderate adverse long-term effect on primary education provision at the local level. This
effect is significant. ENDs
There are so many planning documents about the Tesco development, so I cannot be certain, but it appears that a similar cumulative study of all the local proposed developments and their impact on primary education has not been done. Without such a study, it begs the question of whether the school on the Tesco site will be big enough.
Cllr Athwal agreed to commission a cumulative report into the impact of developments planned in Redbridge at the June 2020 Redbridge Council cabinet. Despite me raising the issue several times with Cllr Athwal, no detail has been given about the report, apart from an freedom of information request HERE which shows the report has been contracted out to a private provider.
My request is that your governing body seeks sight of the cumulative impact report commissioned by Cllr Athwal at the June 2020 cabinet. I have copied in Cllr Athwal should he wish to comment.
No idling zones & signage
Redbridge Council appears to have plans for no-idling zones and signage outside schools. I will be canvassing your parents for your governing body to seek information for when Redbridge will be providing no-idling signs for your school. An announcement was made about improving air quality at the last Full Council meeting, but the recording is not up yet, so I don't know what is planned, perhaps have already been written to on this subject by the Council.
I have also copied in elected representatives who have come against the Tesco development and the Council lead officer.
