Lobby Goodmayes & Conservative Cllrs: Photoshoot Sunday 19th December at 1pm

 

The Tesco Toxic Towers application is with the Mayor now, once it is validated (don't know how long this will take) with Redbridge Council and the 14 day decision period will start.

So far we have three elected representatives supporting our campaign. Getting more on board will be helpful, to this end we have a photo shoot this Sunday at 1pm.

The more of us who turn up the more chance we have of getting press coverage. The below is from a freedom of information request at mgla210720-8585_-_eir_response_redacted.pdf (london.gov.uk) The extract is a note of a pre-application meeting of 5th April 2019.

It suggests Weston Homes, like Goodmayes Councillors, believed the extra traffic generated by the site deserved extra road capacity.

Weston appear to expect 2-3 articulated lorries a day, this is bound to produce extra congestion & pollution. Similar levels of 2-3 articulated lorries will be expected from the Homebase and Seven Kings Car sites as well. No cumulative assessment of this extra pollution has been done.


Extracts from pre-application meeting of 5th April 2019 follow:


"The applicant mentioned widening the High Road at the TfL Pre-application Meeting. Increased capacity on the road network needs to be carefully managed to avoid wider negative impacts on the road network and on other road users, including bus users and people walking and cycling. Increased capacity should mitigate impacts on air quality, noise and public health. Any improvements to streets should be made in accordance with the Healthy Streets Approach and should help meet the London-wide aim of 80 per cent of all journeys being made by walking, cycling and public transport by 2041, as set out in the MTS. This includes the need to encourage and enable shorter trips to be made by walking and cycling, and longer trips by public transport."

Articulated lorry quote below

"It was stated at the TfL Pre-application meeting that 2-3 articulated lorry movements are expected per day. The applicant should demonstrate how these movements can be made safely, both in accessing the site from the High Road and internally within the new development itself."


Stage Three Extracts


A stage three referral is what we are seeking from Sadiq Khan. I have found six on the GLA site at Stage 3


We really need a lawyer to look at these to discover if anything is helpful in the way of a precedent. I have spent two hours looking at some of the documents.


The best I could find was


Phase 3: Remediation strategy - details of this, including maintenance and monitoring to protect human health and prevent pollution.”


at the 5 Kingdom Street referral. To monitor human health it is vital to monitor child deaths and hospital admissions linked to air pollution. This has not been done and so appears a reason for calling in the application.

I say the way to monitor human health is to monitor whether an increase child deaths and hospital admissions caused by increased HGV traffic caused by three major construction projects at Tesco, Homebase and Seven Kings Car

I say attempt has been made to estimate cumulative impacts of three sites, so Mayor should call in.

Found Council document saying


“(2013). 3. The proposed development, by reason of the siting of buildings C and D together with their height bulk and scale and their relationship with the residential dwellings No’s 12-30 of Westbere Drive, would give rise to an unneighbourly, overly dominant and overbearing form of development, to the detriment of the residential and visual amenities of the neighbouring occupiers, contrary to the National Planning Policy Framework (2019), policy D3 D (1), (7) of the London Plan (2021), policy DM 1 of the Harrow Development Management Policies Local Plan (2013), the Mayoral Housing Supplementary Planning Guidance (2016) and Residential Design Guide Supplementary Planning Document (2010).”


I say above one reason for rejection by council : air quality does not feature. But height could be useful to us.
