1) We discussed the High Road and Barley Lane Junction. I got this from the Council on the 12th July

In response to your query received on 12 July 2023, regarding traffic conditions at the junction of High Road with Barley Lane and Goodmayes Road.
There have been fifteen personal injury collisions (two involving serious injury and thirteen involving slight injury) at the junction in the latest three years for which data is available (to 31st December 2022). The collisions resulted in two serious casualties and nineteen slight casualties of which ten (48%) were drivers, two (10%) were pedestrians, six (29%) were passengers and 3 (14%) were pedal cyclists. There was no real pattern with regard to the time of day with collisions spread evenly through the day. Five (33%) of the collisions occurred in the dark and two (13%) involved a wet road surface. Three (20%) of collisions involved right turning vehicles whilst seven (46%) involved straight ahead traffic.
We have previously investigated improvements at this location, however , there is limited space with which to provide any meaningful improvements and there is utility plant present requiring relocation which would prove very expensive. The traffic signals at the junction are operating at near capacity during peak hours and there is little we can do in terms of changes to signal timings and method of control without significantly increasing delays and congestion at the junction. Notwithstanding this, the traffic signal timings are being reviewed as part of the Tesco Goodmayes development and may be changed if this development proceeds.
I hope the above information although I acknowledge that the resident may still have concerns regarding traffic conditions at this location. ENDs
2) We discussed poorly maintained pavements. I am suggesting a Environmental Regulation Request I cut the relevant part of the regulations - “environmental information” has the same meaning as in Article 2(1) of the Directive, namely any information in written, visual, aural, electronic or any other material form on—
(a) the state of the elements of the environment, such as air and atmosphere, water, soil, land, landscape and natural sites including wetlands, coastal and marine areas, biological diversity and its components, including genetically modified organisms, and the interaction among these elements;
(b) factors, such as substances, energy, noise, radiation or waste, including radioactive waste, emissions, discharges and other releases into the environment, affecting or likely to affect the elements of the environment referred to in (a);
(c) measures (including administrative measures), such as policies, legislation, plans, programmes, environmental agreements, and activities affecting or likely to affect the elements and factors referred to in (a) and (b) as well as measures or activities designed to protect those elements;
(d) reports on the implementation of environmental legislation;
(e) cost-benefit and other economic analyses and assumptions used within the framework of the measures and activities referred to in (c); and
(f) the state of human health and safety, including the contamination of the food chain, where relevant, conditions of human life, cultural sites and built structures inasmuch as they are or may be affected by the state of the elements of the environment referred to in (a) or, through those elements, by any of the matters referred to in (b) and (c); END QUOTE
The regulations allow a verbal request per this regulation which is different from freedom of information where verbal request are not allowed. I quote form the regulations:

This is a verbal request log for use by public authorities. You may find it a good way of recording verbal requests you receive for environmental information.
The EIR do not specify how a valid request must be made. They can be verbal (ie, spoken) or in writing, so a request could come by telephone, letter or email, or using social media platforms such as Facebook or Twitter. It is good practice to have a policy for recording details of the requests you receive, particularly those made verbally.
You may wish to check with the requester that you have understood what information they want. This can help avoid later disputes about how you have interpreted the request. We recommend you use this verbal request log as a reminder of what you should record in these cases. For detailed guidance on handling a request under the EIR, see the ICO website.
The log can also be used to record requests you may receive under the Freedom of Information Act 2000 (FOIA). This may be useful if you are responding to a request for reasonable adjustments. END QUOTE
First Draft of request is: We say (if a number of us at council meeting) list our names that under the Environmental Regulations based on the Arthus Convention we seek the following information.a) The amount spent in total on paving repairs in Redbridge for the last 6 years.b) The amount spent per ward in Redbridge for the last six years.c) The amount paid out in litigation for falls due to paving faults. Next Cabinet is on 19th October
Other issues to be discussed include the Stop the Tesco Toxic Towers Campaign, King George New Wing and Homebase out of hours, Air monitoring Campaign and single staircases
