Has there been a conspiracy to suppress a key report from Councillors?

I sent the below to Cllr Athwal yesterday, no defence has been supplied as yet.

On 5th March, I was given the 24 page Tesco air quality report at the link  AETHERJAN2020 

the Council tell me it was submitted to them on 26th February 2020. This document claims to be version 1 that will be before Councillors at the planning committee which is due to be heard next month. The reality is this version should be titled version 6, anything else is misleading.

I started to ask questions about the Tesco development on air quality at the Tesco AGM in June 2019 and December 2019 I raised the issue at Redbridge Cabinet and have been campaigning on the issue ever since.

Unknown to me until yesterday, there have been five earlier air quality reports.

The fifth version of October 2019 is at the link AETHERVERSION5 This version is 36 pages, 12 pages longer and has far more detail than version 1, which is really version 6.

On the face of it, the only reason I can see why these 12 pages have been cut out is to suppress information which is helpful to the campaign to stop the Tesco Toxic Towers.

Again,  on the face of it, the only reason why I can see why the real version 6 is listed as version 1 is to mislead Councillors and the public into thinking there is only one version and so not to draw attention to the earlier five versions.

I wrote to the Council yesterday to ask these questions:

a) Why the report is labelled version 1 at page 1 with no reference made to earlier five versions?

b) Why has appendix A model verification been removed?

c) Why has appendix B traffic data been removed?

d) Why has Demolition & Construction Dust Risk Assessment been removed?

e) Why has Traffic data been removed?

f) Why has the pollution data from Mayfield, Chadwell Primary, Goodmayes Primary & Ethel Davis all been removed?

I will write again to say unless I have a reply by midday tomorrow, even if it is a holding reply to answer my questions in due course, I will leaflets roads locally to say there appears a conspiracy to  suppress key information from Cllrs and the public and that the Council is refusing to respond to my concerns.

This appears to be the most damning information that has been suppressed from page 24 in version 5.

which relates to the Air Quality Neutral Assessment (completely removed from version 1 (the real version 6). This 0.8% increase seems bound to tip certain pollution hotspots locally into the unlawful 40 micrograms of NO2 per cubic metre threshold and so is a powerful argument to stop the development.
