New Council Air quality report is critical of Dr Peckham & Dr Mills work

A new air quality report written by Ricardo-AEA Ltd dated 5th February 2021 has been published on the Redbridge site it is available HERE

The report reviews the air quality report written by Dr Peckham & Dr Mills commissioned by Reclaim Redbridge. I cut and paste three clarifications.

"• Clarification 1: It is recommended that the developer should be asked to review the findings of the Environmental Statement in the light of a subsequent air monitoring survey, and, if appropriate, update the assessment in the light of the survey results

• Clarification 2: It is recommended that the developer should be asked to provide confirmation that the traffic data included the contribution of all potentially relevant future developments. If any further developments are required to be included in the assessment of cumulative effects, the traffic data and air modelling study should be updated accordingly.

 • Clarification 3: It is recommended that the developer should be asked to comment on whether discrepancies in height between the development site and surrounding roads was taken into account in the modelling study. If this was not taken into account, the developer should be asked to update the modelling study to reflect this, or to comment on the effect that accounting for this discrepancy would this have on the model results and study conclusions. The developer should also be asked to provide a clearer description of the impact on air quality of the proposed development alone, and the impact from the proposed development in combination with other permitted developments. " END Extract

The report dismisses the concerns of Dr Peckham & Dr Mills when addressing each of the three clarifications. However, Ricardo-AEA Ltd  are clearly wrong on key points:

I quote from page 9 of the report:

"Some sites included in the local plan where identified as relevant (Site at Billet Road - indicative housing capacity in Local Plan 800 units; Land in/around King George/Goodmayes Hospitals – indicative housing capacity in Local Plan 500 units; 706 - 720 (Homebase) High Road, Seven Kings - indicative housing capacity in Local Plan 179 units; Seven Kings Car Park & Lorry Park, High Road, Seven Kings - indicative housing capacity in Local Plan 170 units" End extract:

Homebase appears set for 500 homes not 179 per link here Plans revealed for development of 500 homes in Goodmayes Homebase | Ilford Recorder

The Seven Kings Car Park site is set for 236 per the link here *00727073.pdf (redbridge.gov.uk) not 179

If the rest of the report is as flawed as these two mistakes then our campaign has cause for optimism. I will canvas to see if there is support for a challenge to the Ricardo-AEA Ltd report.

The cumulative impact into the Bodgers Tower was far more detailed than the this broad bush approach.
