We the undersigned who live and work in Redbridge note the following:


  1. On 27th May 2021, Redbridge Council passed the Tesco Goodmayes planning application, known to campaigners, as the Tesco Toxic Towers, comprising over 1200 flats in High Rise Towers.

  2. Part of the application was a 106 agreement: Redbridge Council define these so:


Section 106 Legal Agreements are a material consideration in the determination of a planning application. The purpose of such an agreement is to make otherwise unacceptable development acceptable and they should only be sought where they meet all of the tests set out above.”


  1. Once the 106 agreement is agreed between the Council, Tesco and perhaps other interested parties such as TFL (an additional station entrance may be part of the 106 agreement) a referral letter which includes the 106 agreement is sent to Sadiq Khan, the Mayor of London. This referral letter is important as it triggers a two week period for the Mayor to decide whether to call in the application. Calling on the application gives the Mayor the option of stopping the application.

  1. In July 2021, BHRUT, the NHS trust released statistics relating to child deaths for cancer and other illnesses where air pollution is a factor. The trust reported 18 such child deaths in the year before lock down and only two in the 12 month lock down period. & we request the following actions be taken:


A) Redbridge Council publish the referral letter and send it to objectors on the day it is sent to the Mayor. This is required to allow residents to make meaningful representations to the Mayor.


B) That the Mayor call in the Tesco Toxic Towers application. One of his actions to be to investigate if the site is suitable for a school and to request from BHRUT the full postcodes of the children who died along with those suffering from serious illnesses to discover if there is a link to living by a busy road.
