Dear Michael Gove

Requesting you call in the Tesco Goodmayes Development in RM6: 1280 homes & school

This development has recently been passed by Sadiq Khan. We ask you to call it in for the following reasons:

Air Quality

BHRUT, the local NHS trust, has supplied child death and illness statistics for their catchment period over a two year period which are attached. The postcode RM6 has four child deaths linked to air pollution for the period. This is a disproportionate number of the total 38 deaths. RM6 also has a disproportionate number of child hospital admissions linked to air pollution.

There is a sharp drop in both deaths and hospital admissions in the year following lockdown. Neither Sadiq Khan nor Redbridge Council sought out the exact postcodes (BHRUT will not publish the exact postcodes) to determine the real health risks to the proposed residents of the 1280 homes on the site. Instead modelling and air quality measurements were used.

Filters

NICE QS 181 says developers should not build schools by busy roads. Developers get round this with the use of air filters. The Tesco application does not

 

1 Give the specification of the filters

2 Provide evidence of them reducing the risk to both pupils & residents

3 No maintenance schedule has been published nor a commitment to publish maintenance works on the development management website.

4 No commitment has been made to monitor child diseases and deaths linked to air pollution during construction and after to discover if any further mitigation needs to take place.

 

We say Redbridge Council & Sadiq Khan have breached their duty of care to existing residents and the residents of the proposed development by not conducting a through investigation of the risks of air pollution.

 

There appears to be significant numbers of children coming to harm due to air pollution unless a proper examination of deaths and hospital attendances is made to include the full postcodes. Corelation is not causation but the attached statistics deserve further work. For these reasons we ask you to call in the application and carry out the investigation that Redbridge Council and the Mayor failed to commission.
