Proposed Planning Conditions to mitigate damage to existing residents & occupants of Tesco Toxic Towers
While I hope a legal challenge to the Tesco Toxic Towers will be successful in due course I sent the Council some proposed planning conditions to reduce the damage to health caused by the proposed development if it is built.
1 - Highest specification air pollution filters to include particulates as well as NO2 to be installed. The specification is published in the planning condition.
2- Schedule of maintenance of filters above to go on developer's estate management website with updates showing when maintenance has taken place.
3 - Death and hospital admission statistics for children suffering from diseases linked to air pollution during construction and afterwards at the site and nearby postcodes to be published on the developer and Council website until the statistics are at the BHRUT catchment average.
4 - All HGV construction lorries' deliveries to take place before 6am on high pollution days as defined by the GLA. An example is the alert issued on 24th March 2022 at https://www.london.gov.uk/press-releases/mayoral/mayor-extends-high-air-pollution-alert
5 - Both tenants and purchasers of flats at the development are advised not to rent or buy if they have a child with a disease linked to air pollution until regular monitoring of child death and hospital admission statistics at the development is at least average for the BHRUT catchment area.
6) Construction HGVs avoid the school close to the site with the worst child illness based upon a percentage of children with asthma inhalers and/or child hospital inpatient admissions link to air pollution in postcodes close to school.
These six conditions are proportionate based upon the child death and hospital admission stats sent to you before. Redbridge council has closed roads predominately in the more prosperous part of the borough to reduce air pollution. Danvir Visvanathan, Executive Headteacher of Fullwood Primary school, said:
“The school welcomes the restrictions to traffic control during opening and closing times. The risks to children walking to school will be significantly reduced as the congestion experienced at drop-off and pick-up times is of immense concern.
