First Draft NHS argument for Judicial review

mentions health facilities 21 times.

There is a list of some of the proposed health facilities, none of which appear to have been built. However, I am aware of a new wing at King George with two new operating theatres and new critical care beds.

Perhaps the most helpful extract from the plan is below, where the Council state it is critical that a new health facility is to be built in Goodmayes. I expect the Council to say that a new health hub is planned at the Seven Kings lorry park. However, this might be years away if ever. The argument is that the Council should write to Weston Homes and Tesco to say the new plan for the Tesco Goodmayes development should be amended to either remove the village hall and insert a medical facility instead or place the village hall above the medical facility.




The Council has an annual duty to report back on health provision as required by national planning guidance.

Next is 2018-19, but it does not report on new Health Facilities. The public monitoring is limited to square meterage. This is arguably inadequate and unlawful. What matters is the number of GPs, physios, practice nurses etc. No attempt appears to be made by the Council to track if hospital provision is being increased to cope with the increasing population caused by new developments and extensions to existing dwellings.


I will write to Council requesting:

1 - That the Council write to Weston Homes and Tesco requesting a new GP facility is built at the site by placing the village hall above a new medical facility.

2 - That their duty under national planning guidelines means means their reports on the NHS become at least quarterly, although ideally monthly, to include far more than square meterage. For example, NHS GPs employed in borough, total GP appointments and a dashboard of other Key Performance Indicators so the public knows whether the NHS is coping with the increased population.
